Does having knowledge means just having the information, or more than that? A knowledgeable person has knowledge, does that quarantee that he knows how to use his knowledge, applying them appropriately? If not, what to you call those who have knowledge and also know how to apply it.

Someone who knows information but does not know how to apply it to the real world is called "book smart".

The person who has knowledge- but cannot apply it in a practical way is merely inexperienced; yet still has the potential of using this knowledge if given the right direction, instruction, and opportunity to do so.

I am of the opinion that you only use about 10% of your brain. That being said I find that people who are book smart tend to lack common sense. That may be why they are not able to apply what they have learned even though they know it.
I think back to Married With Children! The episode where Kelly gets smart and learns all sorts of new things and forgets everything else! If you saw it you would know what I am talking about. LOL
