Silver Wheaton owns no silver in the ground, it owns the right to purchase specific amounts of silver from mines it contracts with.
For information of that nature, you might try www.silverstratagies.com or www.mineweb.com. From what I know, CDE has the most leveraged of all reserves so they would be the highest cost producer, just opposite of what your asking. Apex Silver comes to mind, but since I have never made the lowest $ cost in the ground an objective, I have never researched it.

It will most likely be Silver Wheaton Corp. (SLW)...they have the closest correlation with the price of silver that i know of
