Well put, Lucy, but I fear we're already doing all of that under the current system. Has anyone experienced this from the inside who can tell me their own take on it?

New York has had good results and that is why LA mayor went to NY to observe it first hand. Scores have gone up in NY and since the public is mostly concerned with scores on standardized test, they see it as successful.

I worry about anything that is judged purely by standardized tests. As a teacher I know all to well that teachers who "teach to the test" can prepare children to ace a state test but also cause children to hate school and have limited understanding of complex concepts.
