Will they send them to the new address again if i call them and wait for about 45 minutes on hold? I am too far for the closest MVD office... Can any one else go and pick them up for me and send them by mail ?

call them and ask. If you wait on hold for 45 min you are crazy and should see a doctor.

Have you changed your address through you local Post Office? If so, you should receive your tags anyways, just takes longer. Also, is there someone living at the old address, maybe they will return them to the MVD and hopefully not use them for themselves (though that would not be good for them). Regardless, they will probably reissue to you.
