I need a word...?

Do any of you know a word or short phrase (no longer than 3 or 4 words) that means "can be interpreted in more than one way"?

For some reason, I can't seem to remember the word.

Also, the word I'm looking for is not "ambiguous".

Double entendre.

This is an English statement concerning a word or phrase with a double meaning. A pun would also work, as puns usually carry double meanings. A lot of TV sexual innuendo falls in this category.

Add -- You could not use the above in your last example; although you could use the French 'double sens' in that sentence. I think you are looking for something in the vein of propaganda:

You might fill in the blank with 'double speak'.
