Only in some overseas countries. The majority of states in the US ban drinking to people under the age of 21. There are a few states that allow a person to drink at the age of 18.
Just recently, there was one case in the US where a parent held a party for her 16 year old child and had alcohol. Needless to say, the mother was arrested and sentenced to 5 years in jail. I know that it is excessive and I don't agree with what happened to this mother but it is the law.

No. It is not legal for a 16 year old kid to drink anywhere! And 16 year olds should not be drinkng anyways. Drinking destroys brain cells and the younger you start the more danger you are in. You might not think that is important but while you are in your learning years you will damage the meory cells needed to learn by drinking. If you have any further ambitions in your life to become something then you will put this aside until you are old enough and then only drink in moderation. There is nothing as unattractive as a drunk, unless it is a dumb and homeless drunk.

It is not legal for a person under the age of 21 to drink in private or public. That is called minor in possession of alcohol, and the person can be arrested, along with the person that made the alcohol available to that minor.
