How does one go about starting a city council?

I posted this question in "Civil Participation" and only received one response. I was hoping to get some more feedback.

I've just moved to a very small town in Kentucky. As far as I can tell, this town used to have a city council, but for some reason they disbanded several years ago. I think the county maintains the town now?? What are the first steps in organizing a new city council? Will the county fight this or welcome it?

I would think you would have to get a petion started, they have to have some kind of city meetings ,there has to be someone running the town, if they collect taxes and have a budget , they have to have some kind of assembly that is city oriented , to vote on bonds and improvements and such there is way.....

Well, you'll need to start first by re-incorporating the city and then create a charter that calls for a city council.
