That would fall under the section 8, through the housing authority for your area. It is Federal. Contact your County Welfare office and ask them for the number if you can't find a listing.
With apartments, they are subsidized through HUD. A house or single family dwelling would fall under section 8. I've been on both at different times.
Your rent is 30% of your income minus the deductions for basic utilities.

Department of Social Services, or health and human services depending on where you live. If you are truly in need, go to the local office and stand in that long line. Usually there is an emergency team, and or housing assistance section that will assess your situation. They usually have programs to help with cash assistance, vouchers, subsidy, food stamps, emergency heat assistance etc. Also check your local salvation army, given the right circumstances some have housing vouchers assigned through the housing authority already. (shelter plus or mainstream vouchers)

Contact your local United Way, and welfare, and the housing authority, also look in the yellow pages under social service organizations and ask them for assistance.
