I was wondering on the A3 versions of the AR-15 that come with the detachable carry handle, if the handle is attached to a picatinny rail or would I have to buy a picatinny rail to put on after I take the handle off?

Yeah, the A3 and A4 do have a picatinny rail under that handle for mounting alternate optics. As the rail is much lower than the original handle, you may want to get a set of risers as well, in order to bring the optics up to eye level with a good cheek wield.
