It starts out with to twins. One twin (girls) gets killed in a skiing accident and the other twin (boy) lives. The family treats the boy as a girl (dresses him like a girl). They send him off to camp as a girl. He starts killing people. At the end you find out he's a boy. I don't remember very much about this movie, but it scared me back then.

...you're talking about the dark-humored 1983 slasher/splatter shocker, "Sleepaway Camp"; the film garnished two additional sequels, a fourth film which remains uncompleted, and two (...count 'em, two) full-blown, albeit alternately direct follow-ups to the first film (...if you're counting, parts 5 & 6), which are slated for release in 2008...
...the first three films, having been released in a now-out-of-print box set (...I got one...it looks like a facsimile of one of those old first aid boxes, they used to use at summer camp), are now in public domain, and as such, are readily available pretty cheap...

Yes, Sleepaway Camp. Sleepaway Camp 2 is also good. Sleepaway Camp 3 is just okay, but they are all worthy of seeing.
The SleepAway Camp 1 DVD has great commentary from the woman who played Angela.

a very strange movie that would never make it through the mpaa now a days. (i am assuming you have seen the ending, but in case you havent-)
**spoilers**
the part is played by a girl throughout the movie, until she is standing naked in the camp revealing that she is, in fact, a boy. that part was played by a 17 year old boy they found because his body is pretty similar to the females body- and he was drunk, and wearing a mask made from the female star.
