Legally, Romney will retain control of his delegates up to the Republican convention, even if he announces that he is "withdrawing" at some point in the future. By merely "suspending" his campaign, he retains the right (in more of a moral rather a strict legal sense) to re-activate his campaign in the future should these delegates prove decisive, possibly giving him significant leverage in negotiations with his rivals.

Romney doesn't want his campaign to be responsible for splintering the GOP. On the other hand, he knows that a lot of people, like myself, still want him in the race and still will vote for him if we're given the opportunity. McCain may win the nomination, but he'll have to do it without my vote, at least.
And, if there's enough support still for Romney come the convention, then he could play a major role there, as has been pointed out. As much as McCain and Huckabee want to ignore Romney, they can't ignore the fact that he still has more votes from conservatives than McCain and more delegates than Huckabee.
Personally, I couldn't be happier with his having "suspended" his campaign, as opposed to dropping out entirely.

When you vote for somebody, you are hiring them for a job. I run a PC repair shop. If I were to say, "Who else is glad that the raghead who dropped off his application didn't call back? I never wanted to hire his Arab *** anyway!", then how do you thing others would perceive me? What would my state's Equal Employment Opportunity Board do to me? Mormon is a pejorative term for latter-day saints, kind of like calling any Christian a Leviticalite. I think it's messed up that you would withhold a job from someone who doesn't believe exactly as you do, regardless of their qualifications.

He suspended his campaign which means that he is no longer going out and campaigning. He is still technically in the presidential race, so his name stays on the ballot for the remainder of the primaries/caucuses until he officially drops out of the race. I hope that made sense.

He probably thinks that the majority won't vote for a Mormon president, but he could be the Vice President if McCain picks him. This is the next best thing to being elected President, because McCain is so old he may die in a year or so.
Then again, he may re-enter the race.
he would see this as a worthy goal, it would be the ultimate flip-flop.
If he did win, that guy would wear beach sandals to his inaugaration.
