Why didn't Russia promote slavery?

Russia followed the feudalistic system where they had serfs for free labor rather than slaves. It essentially boils down to the same thing. The main difference between a serf and a slave is that theoretically a serf could work hard and free him or herself, but I believe that this was a rare occurrence.

What this question means ....?

Russia and even the-then USSR was / is a great country. It is not a country of 'settlers' and they needed nothing like slavery. Here is an ancient civilisation of high value - - the countries formed by outsiders needed slaves to develop the settlement.
( Note : Russians do not speak / write English and do not bother to know English. Do not take advantage of this fact.)

There were already enough cerfs around. Slavery wasn't necessary.
