Nascar needs a complete overhaul. They have lost focus on who and what made them into the powerhouse they are today. Rules are just a part of that. This will wind up severely hurting,if not killing Nascar.

It wouldn't do any good to rewrite the book as NASCAR is constantly changing the rules. It is the one thing we as fans can expect.

I think the rule book should be published.

Being that the rule book is not available for the general public we have know way of knowing if it is rewritten or ammended or anything else until a NASCAR official quoates from it.
