You can get thumbs-up or thumbs-down for answers...not stars.
You can get stars for your questions if people who see and/or answer them find them interesting, and would like the rest of their network to see/answer the question as well.
We can't always go by the thumbs-up and down...as some people go around giving other people thumbs down just because they don't like them. Also, some people give thumbs-up just because they DO like that particular answerer...even if the answer was no good.
If you don't have contacts and fans yet, you should check out people (usually ones near your own level). These people can see your questions on their Home and Profile pages, and will be the first to star them if they like them. Then, everyone in their network can see the starred question...and star it themselves, thereby allowing all the people in their own network to see them. That's how interesting questions get huge amounts of stars.
