If there is a crime being committed and you are aware of it, you are responsible for calling attention to it. For example, if someone has a gun up to another person's head, it is your responsibility to call 911 or do something about it.
If the person driving in front of you drives into a tree, you are socially and ethically responsible for pulling over and making sure that the person is okay.
If someone is getting beat up by a bully in school, you have a responsibility to help and stop the violence.
Basically, there is a diffusion of responsibility among people in society to help each other. We can't assume that others will do something about it.
Research the Kitty Genovese case. There was a girl who was brutally murdered. Many people witnessed it, yet not one person called the police or called for help. This could give you a good base or introduction to your project.
