Adjusting Locks on Single Hung Windows...?

Question

I purchased a house a little over a year ago.  When the house was built, the windows they put in where these cheap single-hung windows that looked like they were put in by Mr. Magoo.

Anyway, the point....some of the windows do not lock correctly.  One of the locks will lock, but I am unable to lock the other.  I can not get the window down far enough to engage both locks.

Is there a way I can adjust the rotating locking mechanism or the lock plate so that I can actually lock the windows with both locks (the windows don't seal correctly if both locks are not locked).

First lift the sash and tilt it out (if it has that feature)
At the top on the outside there is an interlock which is nothing more than an angle with a seal in it.
Examine it closely for any nicks or bends in the angle or anything lodged in the seal. Also check the "mate" on the upper sash.
Next close the sash just to the top of the sill and see how it lines up with the top of the sill. This should tell you why it`s not closing.
The proper fix will probably be another story. More than likely it will involve reinstalling the unit.

You can cut a shim to fit under the lock plate. Remove lock plate, get some shim stock, place lock plate over shim stock, drill holes, attach both the lockplate and shim stock to a piece of scrap wood, trim shim stock to match lockplate.
