If you want to write the equation in point slope form, you have to write it as y=mx +b where m is the slope and b is the Yintercept.
So you already have... y= 3x+b
There is two ways you can do this:
1) Plot the point (-2,1) on the graph, and do the slope (rise over run which in this case would be moving up 3 units and to the right one) and plot those points until you intercept the Y axis. Whatever number that is, you can plug into b and get your equation of the line.
2) Since you already have the point and the slope, you can plug the point and the slope into the point-slope formula and solve for b(the y intercept).
So do 1=3(-2)+b and solve for b. Once you get the answer for b, rewrite the equation by only replacing the m and b and you have the point slope equation of your line!

The point-slope formula is y-a=m(x+b)
You can find the equation if you have a point (a,b) and the slope (m).
So point (a,b) is (-2,1) and the slope (m) is 3.
Now you plug it in to the formula
y-(-2)=3(x+1)
y+2=3(x+1)--> is the answer

point slope form is y-y1 =m(x-x1)
(x1,y1) is a specific point here (-2,1)
m is the slope, here m=3:
y-1 =3(x - -2)
y-1 =3(x+2)
