HE IS NOT ILLEGAL

He had a green card (so he was therefore a legal permanent resident) when he was a child. Just because the card was not renewed does not mean he is illegal.

BUT he does need to renew the card to apply for citizenship.

If he was not born in the U.S., he did not become a U.S. citizen just because he was only 3 months old. It is true that he is not a citizen if his parents are not U.S. citizens. He is 47 years old and he doesn't have a green card? Do you mean he has been illegal for 47 years? There is no way he could get a green card if he is illegal. On the basis of what?

Is he a spouse/child/close relative of a U.S. citizen?
Is he a skilled worker or an exceptional researcher who could qualify on the basis of employment?

He has to go back to Poland if he is illegal and even if he qualifies for a green card, he has to stay in the country of his nationality until his case is processed (that usually takes years in these cases).

EDIT

Illegals are allowed to go to school. If your green card expires like that, I am very sure that equals to the loss of your green card then the whole process has to be restarted.

unless he was adopted or married a citizen he is not a citizen. He can apply for E2 visa which is investment visa and he would have to apply for work permit separately if he were to work. if he has a green card he does not need any other visas to work. i believe you renew your green card every 5 or 10 years

The only way to gain American citizenship is to either be born in the US or its territories or, if born abroad, to a parent who is a US citizen and have had the birth registered with the US Embassy that a US citizen was born abroad. If one was not, then they have to apply for citizenship. Parents may be able to do so on behalf of a minor. He should check with them if they are still alive. If not, then he should talk to someone about getting citizenship.

Nope, the guy is not pulling your leg. It is amazing how far he has come, being an illegal alien. He is just as illegal now as he was at 3 months old and really should do something about making himself legal.
