The best approach is to become skilled at both shots, as well as slice. There is a time and place for all shots in tennis, and you will be a better player if you learn them all and when to apply them.

If both are equally consistent and have good placement, then I would say a flat forehand is better, because it is faster. But, the topspin forehand is usually more consistent, and would be a better weapon at the recreational levels. The topspin forehand needs to be hit deep, unless you are hitting one with severe angle.

I think you should involve a little of both. What i mean by that is use heavy topspin to move the player around or keep him far behind the baseline etc. but when when you get a short ball, if its high enough and close to the net, smack it flat.
Also, if you're looking for consistency, use topspin, if you're looking for more power, use topspin.
hope i helped

A topspin forehand because it bounces high and pushes your opponent back.

the topspin forehand is better. nadal uses a topspin forehand and look were it got him- the number one seed(obviously it is not only the topspin forehand but it helped too).
