Does this sentence make sense? We can't use contractions.?

Here's the sentence:
Would not it be that the very place spoken of by Joan Durbeyfield is in fact the same place where Tess is to lose her virginity and despise a god-awful man?
Does it make sense? Should I change anything?

You're right: it doesn't make sense.

Maybe, "Is it (you can add a "not" here if you like) possible that the very place spoken of by Joan Durbeyfield is in fact the same place where Tess is to lose her virginity and despise the God-awful man?"

I would switch the not and it in the beginning but i think it sounds fine other wise.

I think you should change it to Would it not be

I'm not really sure about that though

Would it not be is better than would not it be. However, the sentence is unclear. Would it not be what: surprising, ironic, etc...
