I have an Israeli Mauser k98k 7.62mm/.308 caliber. From the research I've done, a .308 is a decent caliber rifle to start out on sharpshooting. I like that the .308 is a fairly cheap ammunition and the barrels last a little longer than magnum round guns. The next question is where is a good website or specific gear one could recommend to convert this basic infantry rifle into a sharpshooting gun? I know the Germans used these in WW2 for sniper rifles, so I know it's been done. What do I do to attach a scope and raise it high enough that the rear safety on the bolt doesn't obstruct the view?

All you really need is a good scope and a good trigger.
You won't know if you need a new barrel until you shoot it.
Pay a little visit to your local gunsmith to have a quality scope base mounted. This requires drilling and tapping the receiver. Talk with the gunsmith about rings, scopes and a trigger replacement. low swing safety. Tell him what the gun is expected to do.
I did the exact same thing to a 1909 Argentine Mauser. Mine is in 243 (already have 308 Varmint rifle) Premium Douglas barrel and the works. It shoot my reloads 5 rounds under 1/2" at 100 yards. Already claimed numerous coyotes, bobcat and a few fox.
just go and get yourself a remington 700 or a savage, it will save you money in the long run and it will require less work. You would most likely need a new barrel to get the accuracy you want for long range. Just think what your mauser has been through.
i would keep the 98k original for historic collectors value, but it is your rifle so do what you want with it.
There are a lot of scope mounts to fit the 98 action ( you might have to bend or replace the bolt handle, this work is best left to a 'pro.'). There are bolt on triggers to improve the pull, (Timney or Bold). There are aftermarket stocks that can be fitted and bedded. (Fajen, Boyd...). Find it all at midwayusa.com or brownells.com
