David & Fatima (2008) is probably what you are thinking of.
Jerusalem: A city of contrasts and conflicts, where Arabs, Jews, Christians and Muslims all mix but seldom mingle. This is where David, a young Israeli Jew, and Fatima, a beautiful Palestinian Muslim girl, meet and fall in love. But in a volatile land that is steeped in tradition and soaked in blood, their love is forbidden. Despite their best efforts to keep their romance a secret, their friends and families find out the truth, and their reactions are swift and violent. David and Fatima must act quickly to avoid losing each other forever. Willing to risk all for the sake of love, they elope in a land where marriage between them is impossible and the consequences of being together - deadly. In this dramatic story of love, destiny, and the search for peace in the Holy Land, David and Fatima struggle to beat the odds and in doing so challenge not only their families but Fate itself.
However, there is an older one with the same theme and it's called Torn Apart (1990)

I'm partial to love stories, watch a lot of them and this is a good one. Halfway through the film everyone knows that it won't work for them no matter how much they love each other. Their love story is something like Romeo and Juliet-- although not so epic, of course.
In summary, a Jewish boy and Muslim girl fall in love as children. He moves to the States, and returns as a young adult to find her teaching school. She initially rejects him, but driven by deep love and desire to be with her he is insistent and ultimately she finds that she loves him as much as ever. Although she initially would not have anything to do with him, and would not have responded to him if not for his insistence, she is the one who bears the brunt of revenge from the Arabs who disapprove.
