Anyone know any goood electronic projects for kids around 14-16 that can be made with parts from local stores like Radioshack. Example: Modify a flashlight with a bigger bulb and batteries to make it brighter. Make a LED lamp array to light up a desk. (They need to be around $10 or less per project also)

Radio Shack doesn't have much in the way of projects nowadays. Components for just about any project can be purchased at either Mouser electronics or Digikey.
But for a variety of interesting and useful projects, I suggest checking out Ramsey projects. There are lots of interesting and useful projects with all the parts included for under $10. Check out their web site:
