If someone needs to find a good, pious, intelligent and responsible spouse, what should a person do?

for females, wait till the right guy comes and asks for your hand from your parent's hand. 

if you are a guy, have your mother, sister, or some sort of female relative seek a nice woman for you

I think this is the wrong forum to be asking this question.  Arranged marriage or one which the family fixes up for you would probably be the best option.
