I think the real question is; how are you going to stop them?
Even if you say no, it's going to happen and she is past the age of consent, so...
It's really time to grow to terms with how she's grown and accept the inevitable. It could be that they really are just friends, but it'll be better for your relationship to allow it to happen and give her the trust and freedom she probably longs for.
Ask her about how things are going between the two of them, but don't pry.

It's your house, are you comfortable with it? Everyone can spill a lot of opinions, but it's your daughter and your house, and if you think she's smart enough not to get pregnant and you can handle the idea, then there's your answer. If not, make her respect your home, your rules. I personally could only base it on a child by child experience. You can never give a blanket statement on something like that.

I'm 18 too and my parents let me. they told me their okay with it because they know him and they trust both of us. if that helps.
