Visiting teams are given an allotment for purchase (total approx 50 ticket allocation)

Teams will typically sell to their STH first (usually as a STH you get the notice or "opportunity to buy playoff tickets" in the latter stages of the regular season). After that, a "partial" STH/planholder will get next dibs.

After that...it's up to the club. Fencing in ticket sales is relatively new as a phenomenon (courtesy the age of online sales), but many clubs are doing this (Pittsburgh and Detroit did this for last year's final, and other clubs have done this for certain games...all perfectly legal). A home team wants that true "home ice" advantage, and you'll do what you have to do to get it (all of this is perfectly legal). What clubs can't control is the secondary and tertiary markets, or STH selling their tickets "offline" to oppo. team fans.

I'm sure Anaheim has probably tried various methods to keep their home arena as home-friendly as possible (given that Detroit has a reputation for "traveling well"), and if the Ducks get by Detroit and face Chicago...you'll see the same thing.

The league, methinks, doesn't care as long as they get their cut.

no, i know that each visiting player can buy 2 tickets for family/friends. Of course the home teams season ticket holders get first crack. I know if the visiting teams execs want tickets they will get some, too. I don't know if the visiting teams execs can get seats/suites. But it is most likely that they can at least get some.
I mean playoffs is a different beast compared to the regular season, so the home team wants as much money from ticket sales as possible.
So to answer the question home teams don't get ALL the ducats, but most of them. When you watch the next game look behind the visitors bench and usually you can see some fans wearing te visiting teams jerseys.
