Stand Alone just like you didnt need Sims 1 to play Sims 2...its a whole new deal!

No, its a completely different game.
Your thinking of an expansion pack, which is an expansion of the original game, for example: Sims Bustin out, sims hot date, vaction etc etc those. Those all branched off of Sims 2, so this is Sims 3. You will probably start to see a lot of Sims 3 expansions come out soon so be ready. Those will require you to have installed Sims 3.
