Youtube won't let me put a video on it past 10 minutes. I've seen many videos on youtube that do exceed ten minutes, and I want to know how they did it. Did they pay money for it? That's my biggest guess. But I would really appreciate if someone told me what to do to get this video that is almost twelve minutes long on it.
Also, I don't think its done becuz of maintnance. It says it has a 10 minute limit.

You have to be a YouTube "partner", which more-or-less means you are either
a film / video creator or producer, an artist (musician, singer, comedian, actor),
a media corporation, a broadcaster, an "expert", a person of huge significance
(like President Barack Obama) or somebody with a special project or mission
(like Shawn Ahmed and his Uncultured Project for the children of Bangladesh).

But that is not enough to become a "partner". YouTube has even more criteria:
-- You create your own original videos (meaning videos nobody else has done)
-- The content is 100% yours (there aren't any elements that belong to others)
-- You own all of the implied copyrights
-- You've never had a copyright warning
-- Your videos are viewed by thousands
-- You upload videos on a regular basis
-- The videos are suitable for all viewers
-- You are a resident in one of the 23 countries where YouTube has local sites
-- You can prove you are 18+ years old. **
Generally, YouTube will not consider you unless you've got some combination
of "subscribers" and "videos" that when multiplied together can easily surpass
10,000 channel views. Thus you would need for example: 800 subscribers and
20 videos (each with multi-thousands of views) or maybe 500 subs and 30 vids
(likewise in the thousands) - as well as a total view count way in the 100,000s.
The only exceptions are if you're a college, university, school or real filmmaker.
Only after you have met all those conditions and been "approved" by YouTube,
they will give you all the special tools and codes which will enable you to have:
-- an 875x75px banner for your channel, 875x150 if you're "corporate" branded
-- a 360x55 banner on every video page
-- uploads that can be more than 10:59 ◄
-- enhanced high-quality for your videos
-- always being at top of search results
-- your channel-page video on Autoplay

and showing only your uploaded videos.

** YouTube can "NOT" enter into a contract with someone under the age of 18.
Plus they'll do a semi "background check" on you, and need your banking info.

Before Google bought out YouTube, they offered a contract to users for a "Director" account: you would fill out the contract, and you could upload videos as long as you want. After Google bought them out, however, they canceled the contract. Those who filled it out then still retain the ability to upload longer videos now; new "Directors," however, will not gain this ability.
To my knowledge, you can upload videos slightly longer than 10 minutes: the maximum is actually 10:59. Since your video is 12 minutes long, you can either split it into two parts via movie editor, or you can cut out unimportant parts. I suggest the first option.

well videos more than 10 minutes arent aloud because of copyright laws and the people who do put videos on that are more then 10 minutes are usally uploaded by popular users such as Nigahiga or fred or fridaynightcranks. But 1 suggestion is to just put it in 2 parts by putting the videos in windows movie maker and cutting them at your desired place. Then just upload them seperatley.

Maybe they just changed it or something. Youtube changes a lot of things. They also take videos away too so i don't know why they did that.
