Is Major League Baseball's financial condition going to doom small market teams?

The Pirates are now gutting whatever traces of actual big league players. The Indians essentially gave away another Cy Young winner (thanks, Indians!) to the Phillies.

Is the MLB business model so fundamentally flawed that no small market team can hope to compete? Or are those two teams (both of which have nice new stadiums) suffering from greedy ownership and incompetent management?

Keep in mind that Toronto is one of the biggest metropolitan areas in North America.
