Can you help identify an insect for me?

I have noticed some tiny (about 1/4 inch long) insects flying around in northwestern PA that are beautiful. They look like fluffy white feather with delicate black wings. They almost seem to just float around on the breeze, but when I catch one and really look at it, I can see it's definitely an insect of some kind.

Probably a wooly aphid of some species (there are a few, named for the plants they are found on):
