Can you identify this insect?

My friend saw an dark orange insect with short wings and a mosquito style nose.

It didn't have long legs, it looked more like a bee.

If you think you know what it is could you give me a link to a picture

It was found in the U.K (midlands)

    Was he in Malaysia? it sounds like a mini-winged nose wasp.

    Its probably just a parasitic wasp. There are thousands of species. look it up on the net you lazy sod!
