NFL - AFC North Standings after week 4 of 2009?

NFL Standing in the AFC North as up to today, Tuesday, 10/06/2009 (after week 4); many sites including NFL.com have put the Ravens on top as 1st place while the Bengals 2nd. Can someone please explain to me why? I've read the Tie-breaking procedure (2 clubs within a divison), both teams are 3-1 record, both have not had head-to-head game, so it will define based on the win-loss w/i a division record, which Bengals yields 2-0 while Ravens is 1-0, then why the Ravens is 1st in its North division.

I noticed this too. I have no idea, my only guess is that the NFL messed up, unless there's something I don't know, which is also quite possible.
