My nephew was born on a military base overseas, would he be able to run for president?

Both parent are in the military and on active duty at the time.

US bases are NOT, NOT, NOT, NOT "US Territory" or "US soil" or US anything else. US bases overseas are the sovereign territory of the host nation. The presence of US troops at overseas bases is governed by a diplomatic agreement called a Status of Forces Agreement (SOFA).

He is eligible because he obtained his citizenship at birth. He obtained it at birth because his US Citizen parents filed a Report of Birth Abroad with the US Consulate where they were stationed. The US Consulate issued your nephew a Consular Birth Certificate as well as a US passport and Social Security card.

as long as both Mum and Dad were US citizens then yes he is considered a natural born US citizen . overseas military bases are sovereign American soil.
