It's with any noise ordinance. 10pm - 6am. The barking dog law pertains to dogs who annoyingly bark all day long during the day time.

You are not going to find a state law - this would be covered under municipal codes. Check with your city government to find if a nuisance law exists for barking dogs - or they may have a general noise-abatement law.
Just a thought - you might try approaching your neighbors first - let them know (non-confrontational as you can be) that their dog is barking at night. They may take action on their own. Also, you are probably going to have to be able to find a couple of other neighbors who are willing to say that the dogs are bothering them. Most "barking dog" laws require that there is more than one complainant.

your city should have ordinance laws on their web site. if not you can ask for a copy. you can leave a copy of the laws in the neighbors mailbox. Sometimes talking to the neighbors isn't enough and does not work because the neighbors are too ignorant. Maybe even visiting the residence to see if the dogs are ok or investigating the whole situation can rectify the problem. If the dogs live next door, spraying water at your side of the fence might work. Even in the air or in the trees. Sometimes even slamming or "slapping" a 2x4 or 4x4 on the back deck works.

In the mean time you can notify the police of the residence in violation if you have not already. The police will need an address.

The owner of the dog needs to know how to "operate" the dog, same way you can get into a car that's in perfect running order but if you don't know how to drive you won't have much luck making the car go anywhere. If the owner doesn't know how to maintain the training, the dog will soon become untrained again. Read more here https://tr.im/thedogtrainer
People seem to think that once a dog is trained, that's it. Not true. You must reinforce the dog's training every single day in some way. It's best if the owner and the dog go together to get trained. As a professional trainer once said to me "We can train any dog in 2 days. It takes longer to train the owners
