I do not believe that there are any age restrictions on buying "tooth pick holders" or very small measuring cups. Some states might have laws against it, but I highly doubt it.

lol, they sell shot glasses at my local dollar store. $1 for a pack of three.

In a liquor store 21, if sold in a shop that doesn't sell alcohol I don't think it matters.
