What you need to do is:
Test 1-7: take the grades of all of these (ex. 90%, 87%, etc.) and multiply them by 0.1. This will give you your % out of 70.
Final: take this grade and multiply it by .3. This will give you your % out of 30%
Add the two total %'s and this will give you your final %
Example: Test 1-7: 89%, 70%, 75%, 60%, 85%, 81%, 95%
Test 1-7 total % out of 70: 8.9+7.0+7.5+6.0+8.5+8.1+9.5= 55.5% (out of 70%) (which is a class grade of 79.3% by the way)
Final Exam: 87%
Final Exam total % out of 30: 26.1= 26.1% (out of 30%) (which is a final exam grade of 87% by the way)
Now take the two percents and add them together!
Final class grade: 55.5%+26.1%=81.6%

Assuming all the tests are worth equal, then each of them would be worth 10% of your final grade.
Let a, b, c, d, e, f and g represent the scores (in percent) on your 7 tests respectively. Let h represent your score (in percent) on the final exam.
Hence:
0.1a+0.1b+0.1c+0.1d+0.1e+0.1f+0.1g+0.3h = overall grade average (in percent)
0.1(a+b+c+d+e+f+g)+0.3h = overall grade average (in percent)
