FDR changes the name of the IRS appeals division to Tax Court , yet nothing else changed about it. Why do you think that rulings in the Tax Court are not supposed to be used as precedent? Even the article says this at the end. BECAUSE IT IS NOT A REAL Court!! Its just a different department of the IRS

The Tax Court is a real court of law created by Congress under Art. 1 Sec. 8 of the United States Constitution.

Tax protestors talk a lot about the Constitution. Usually they don't actually know anything at all about the law.

What is a "real" court? It may be under the administrative rather than the judicial branch, but it is just as real as the Immigration Court, for instance. Besides, people can still file in the District Court or pay the tax and file in the Court of Claims. Your story merely shows that there are instances where the courts do not agree with the government. Police and prosecutors bring a lot of people who are ultimately not convicted, before the courts. Do you want to abolish them too?
