windows server 2003 user account?

Hi all
i look for a software for allocating bandwidth for users in windows server 2003 just like NTTac.
and have windows itself such capability? if yes how?

Microsoft has a product called IAS (internet authentication service), Its been a while since I have used it, although I think it allows you to do what you want.

It definitely comes as part of SBS2003, not sure if its standard or extra with normal server 2003,- Worth a look tho
