The neighbors downstairs are completely unreasonable. They let their dog bark for hours on end. There is no chance of them using a anti-barking collar or a device in their unit. Do you know of any anti-barking devices that would be strong enough to work through the floor or their door (if I could hide it in the hallway)?

You have every right, as a tenant that pays rent, to a quiet home. Have you tried talking to management about the problem? If you've already asked your neighbors nicely, it's time to go higher up and get someone to talk to them.
It's never fun to get someone in trouble, but you have every right to live peacefully and comfortably in your home.
Earphones, plug them into your iPod and you won't be able to hear them :-) You can't use something on someone elses dog, plus anti-barking devices are cruel, the dog needs to be TRAINED not to bark all the time, but some dogs are just talkers. If you are willing to put money into the problem, buy your neighbor a gift certificate to a doggie daycare, they will be there all day so you won't have to hear them. When they get home they should be pretty tuckered out from daycare (nothing tires out a dog like another dog!) and shouldn't bark to much because a tired dog is a well behaved dog.
honestly, i've tried anti-barking devices and they really don't work. they simply mask the problem for a week or two but because they don't change what is causing the dog to bark they don't work. They're really expensive too.
I suggest you do the neighbourly thing, if you haven't already, and just let them know their dogs barking is disrupting you, maybe tell a little lie too like if you have kids or a pet say it's upsetting them or you work early so you need to sleep at night, something like that. especially try to give them a time when you need it to be most quiet, like if the barking annoys you the most around dinner time tell them you put the kids to bed then and it stirs them up so could they keep the dog quiet around then. who cares if you seem like a lunatic sending a 12 year old to bed at 6pm! if you do this or have done this and they don't do anything, tell your local council and get them to sort it out. this is not fair on you and it's not fair on the dog. no dog should feel they need to bark all day long.
I'm afraid this is really the only solution, as i said, anti-barking devices are an expensive bandaid for a real problem.
It sounds like your neighbors' dog is very bored. Dogs who are not stimulated tend to bark a lot. Maybe you could send your neighbor an anonymous letter about how they should entertain their dog more. I can't really think of a device you could use...sorry.
