I go through the proper procedure to download the browsers and then we get to wizard and it just wont open. no warnings or anything wizard just never starts. I sat here staring at thescreen for like 15 minutes once waiting for it but it never came. what goin on?

You may have some malicious software problems which have taken over your browser settings and also guarded against its removal so it wont let you install a clean version of anything that it has no control over.
Run some AV and ad-ware/mail-ware removal tools then down load your new browser to file, then remove (delete/uninstall) your current browser and then re install your new one

go to the first two links below. (malwarebytes anti-malware and Spybot-search and destroy respectively)
Download, install and update them.
Run scans and make appropriate decisions.
I'm 99% sure you're infected with malware/spyware or something.
