I want to start my own Voice-over Business at home and I need to know from those great Tech Saavys out there what do I need to do to prepare my room to work on and the brand and type of equipment that is affordable and would have a high quality of recording, that can work with my regular computer that is not Apple.

This depends on your budget.
The minimum requirement will be a good microphone, microphone holder, some sort of mic>PC adaptor and an acoustically dead room (booth). Some recording software would be good also (this may be freeware).
http://www.vocalbooth.com - you can make your own or convert a small room if you are handy.
http://www.neumann.com - make really good microphones, take a gulp before you look at list price.
I would contact your local professional sound shop and ask for advice.
