I want to lock open my shutter with bulb, but without having to hold the button down, I have Olympus SP-590UZ?
There must be some sort of way to make that work. Help please.

I know for a fact it has a bulb setting. What I am wondering is, how to set the shoot button to turn on with 1 click and turn off with another.

I don't think that camera has a bulb setting. Compact digital cameras rarely have longer exposures than 15 seconds, because the images get very noisy.
Oops, you're right. According to http://www.olympusamerica.com/files/oima_cckb/SP-590UZ_FAQ_EN.pdf page 8 there is a Bulb mode, and there is a cable release available that can be locked. Their link to the item is: https://emporium.olympus.com/innards/empProdDetails.asp?sku=260237-410
It is available for less at http://www.adorama.com/IOMRMUC1.html or http://www.amazon.com/Olympus-CABLE-REMOTE-USB-RM-UC1/dp/B000TXHE20/ref=sr_1_1?ie=UTF8&s=electronics&qid=1274553767&sr=8-1
