I know for a fact it has a bulb setting. What I am wondering is, how to set the shoot button to turn on with 1 click and turn off with another.

I don't think that camera has a bulb setting. Compact digital cameras rarely have longer exposures than 15 seconds, because the images get very noisy.

page 8 there is a Bulb mode, and there is a cable release available that can be locked.
