Where do you live? Canada or USA? State would be helpful.
Your best bet would be to call your local fire dept. I honestly never heard of the R sign you speak of.
Only thing i can really think of is your house classification which is "Resistive type I B" and even then, they wouldn't put a R sign on your house. Although it is called a "Group R building".

Around here they have certain type of address signs that denote occupants are unable to evacuate themselves in case of fire and need rescue.
Could be something like that
