A neighboor isnt allowing anyone to park in front of her house..!? Is that legal?

A crazy neighboor of mine is putting cones in front of their house and not letting anyone park in front of their house! Construction is also taking place on my street right now so there is no where to park! I was wondering if what she is doing is even legal and any suggestions of what i can do..? Thanks so much any help is appreciated!

and id love to move the cones and stuff but shes my neighboor and im trying to stay on good terms with her

No she can't. I would pick up the cones and dump them elsewhere. The road is government property and you pay tax to have your car on it.
You are trying to stay on good terms with her then tell her she's gonna end up in trouble for doing this...isn't that what friends are for?

Tell the neighbor you've told the cops who is probably the culprit if your car is damaged for parking there.
