i mean, im not making fun of anyone, i personally dont have a fetish so im not sure what it is,, is it like an obsession? and what about the foot makes a person obsess about it?

A fetish is a sexual obsession with something that is not generally considered sexual - a body part like a foot, a material like leather, or an action like spanking. There are some fetishes that are more common than others but you can be sure that just about anything you can think of, there is someone out there who has a fetish about it.
We are not really sure why people develop fetishes or what makes some fetishes more common than others. My idea is that often fetishes (and other sexual peculiarities) revolve around control or power, the foot being considered the lowest body part it becomes an expression of submission to elevate the lowest body part to an item of worship and obsession.

What they guy above me said generally pertains to any type of fetish and gives a description on why people have foot fetishes. However, the submission thing is true with most people, it's not true with all fetishists.
One way on looking at it is like this -- the foot is the most encased and well protected part of the body. They're covered by socks, stockings, and heavy duty sneakers/boots. Removal of those encasing the foot is like a woman completely stripping herself (after all, when you take off your shoes, don't you feel a bit more free and comfortable?)
Then, there's a submission level also.
