A local number is fine, if all of your customers are in fact local. If a person has to make a toll call, they are less likely to make the call and will be more likely to cease being a customer. People pinch pennies and would rather sacrifice your business than spend a few pennies on a long distance call. It is not exactly rational, but that is the way people work. It is better to get an 800 number and maybe not need it than to lose customers over a few pennies because you didn't have a toll-free number.

For local calls, yes. If you expect numerous toll calls then a toll free may be in your best interest.
