I'm from PA and need to know how to purchase a used car in NY?

I live in Pennsylvania and want to buy a friend's car in New York. Do I need to go to the DMV in New York, or is there private Title Services like in PA? Does NY issue temporary titles for out of state buyers? Any info would be helpful.
