As to my knowledge with my videos, no I don't think there is an option for that. The only time this usually happens is when YouTube themselves sets a block on certain videos, but usually for regular videos there's no way to block it for certain countries yourself.

Regrettably, yes. Probably anything pornographic or sexually explicit on YouTube will have blocks in a few countries, especially to Saudi Arabia, where very strict anti-pornography laws still exist thanks to their Islamic government.

Most of the time, i wouldn't think so.
You would probably need a legitimate reason to do so.
