Can someone help me with Memento?

I've seen the movie (by Christopher Nolan) twice and I understand it and I liked it (it's clever and original) but what bothers me is why does he have a tattoo that says 'NEVER ANSWER THE PHONE'?

I know it's a way for the guy to condition himself with his memory loss but why doesn't he trust the phone?
